Resizing
BME allows you to resize pictures and areas numerically. You can enlarge or reduce the size of a picture or area with or without scaling the picture data.
Reducing the size of a picture or area without scaling will crop the picture data. Enlarging the size of a picture or area without scaling will add additional pixels to the picture. The new pixels will be black for all pictures except palette pictures, which use color 0.
Reducing or enlarging a picture or area with scaling changes its size and adds or removes pixels inside the picture data.
